To help students and families better prepare for the costs associated with obtaining a UC degree, the UC Board of Regents has adopted a new tuition policy called the Tuition Stability Plan.
The UC Tuition Stability Plan sets tuition for incoming undergraduates at the time they first enroll at the University of California and holds that tuition flat until they graduate or for up to six academic years, whichever comes first. The plan is effective for new undergraduate students starting in the 2022–23 academic year. The plan also keeps tuition flat for current UC students.
What is the Tuition Stability Plan?
This multi-year plan started in Fall 2022 and sets tuition and other mandatory systemwide fees for degree-seeking undergraduates, both freshmen and transfer students. The expectation is that charges will remain at the same level each following year for the duration of students’ college careers, up to six academic years.
For graduate students, tuition for new and continuing students will be set annually but will rise no faster than inflation, essentially remaining flat in constant dollars.
How Does the Tuition Stability Plan Affect Students?
What does this mean for UC Berkeley undergraduate students enrolled in the 2021–22 academic year?
For undergraduates who first enrolled in Spring 2022 or earlier, tuition will stay flat at current rates until graduation or through Spring 2027, whichever comes first.
- As a current student, you will not see a change in your tuition, the Student Services Fee, or Nonresident Supplemental Tuition. You should plan for these charges to remain the same through the 2026–27 academic year.
- Campus-based fees are not included in this policy and are subject to change from year to year.

The Tuition Stability Plan is not a guarantee, and systemwide tuition and fees may increase for a student due to unexpected changes in the University’s budget. Any such increase would require approval by the Board of Regents.
